Mission Safe Schools is India’s national platform for the recognition of institutional child safeguarding convened annually by the National Council for School Safety (NCSS).
NCSS works with schools, colleges, and institutions across India to build complete safeguarding systems, not one-time workshops, but frameworks that are legally sound, operationally executable, and institutionally owned.

A single constructed case — explicitly identified as fictional, drawn from no real school — is examined across four parallel breakout sessions. Each session seats one expert. The audience asks; the expert answers. No moderator softens it, no co-panelist dilutes it.

The National School Safety Index is India’s first Council-led annual benchmark recognising schools that demonstrate excellence in safety and safeguarding.
Released each year during the Mission Safe Schools Conclave, the Index recognises schools that have met the National School Safety Benchmark, and records institutional commitment to child safety.
More than a recognition, the Index is a national reference point — one that grows more meaningful each year it continues.
Membership is the only path to NSSB Assessment, Conclave entry, and Index recognition. Founding Membership is offered once: at the inaugural chapter of the National School Safety Index.

Mission Safe Schools is India’s annual national platform for the recognition of institutional child safeguarding, convened by the National Council for School Safety (NCSS). It culminates in the NCSS Conclave, where assessed schools are recognised and the National School Safety Index is released.
NCSS is a Section 8 non-profit organisation — India’s independent standards and accreditation body for institutional child safeguarding. NCSS is not a government body and does not claim government affiliation, endorsement, or authority.
The NSSB is the assessment instrument used to evaluate a school’s safeguarding maturity across the 4Ps of Safety — Policy, Process, People, and Practice. It is the basis on which recognition is determined.
Any school, regardless of board affiliation — CBSE, ICSE, IB, Cambridge, or state board — may register for assessment under the National School Safety Benchmark.
Schools undergo an independent, evidence-based evaluation against the NSSB, covering policy documentation, training records, reporting systems, and on-ground practice. Each school receives a School Safety Scorecard with strengths, gaps, and recommendations.
Schools scoring 60% or above on the NSSB are recognised at the Mission Safe Schools Conclave and featured in the National School Safety Index. Schools scoring below this threshold remain eligible to attend the Conclave and may register for reassessment in a future cycle.
Recognition confirms that a school met the National School Safety Benchmark at the time of assessment, reflecting the strength of its documented policies, processes, and practices. It is not a guarantee against future incidents and does not certify absolute safety. Safeguarding is an ongoing institutional discipline, not a one-time outcome.
Founding Membership is offered to schools joining NCSS during the inaugural chapter of the National School Safety Index in 2026. It is a one-time designation, not available in subsequent years.
Assessments are conducted by NCSS-trained assessors under a standardised evaluation protocol aligned with POCSO, NCPCR, and CBSE safeguarding guidance.
Yes. Schools may register for reassessment in future cycles, and all participating schools receive a roadmap to strengthen their safety ecosystem regardless of this year’s outcome.
Registration should be initiated by the Principal, Head of Institution, or a designated safeguarding/compliance officer authorised to represent the school.
Participation requires NCSS Membership. Members then pay a single fee for NSSB Assessment, which includes full-day entry to the Mission Safe Schools Conclave. See “Fees & Deliverables at a Glance” (Section 15) for the full breakdown.
